A privately-run disaster resilience group is urging the Philippine government to set up a new agency to take charge during disasters. The Philippine Disaster Resilience Foundation says the new body should be able to integrate and synchronize efforts from the private and public sectors as well as from the international community. PDRF's Chief Resilience Officer Bill Luz adds such an agency would be able to tap resources and management skills of the private sector.
