MANILA - President Rodrigo Duterte has approved a P500 daily allowance for government personnel who volunteered to work at the country's coronavirus mega swabbing facilities.
The rate of the duty allowance will be based on the number of days that the employee is deployed for work or the requisite training at the swabbing facilities, the President said in Administrative Order No. 31 signed on June 15 but made public only Thursday.
"In response to the call for volunteers, a number of government personnel have been enlisted to work in the mega swabbing facilities and other designated COVID-19 swabbing and test results processing facilities, where exposure to health risks is an occupational hazard," the President said in his order.
The amount is on top of a grant of at most 25 percent of the worker's monthly basic salary which shall be pro-rated based on the number of days that the worker serves in a testing facility during the quarantine period.
Workers who are qualified for the COVID-19 duty allowance are those occupying regular, contractual, casual positions, or engaged through a contract of service and job orders.
The grant of the COVID-19 duty allowance applies retroactively starting from the beginning of operations of the swabbing facilities and other COVID-19 test results processing facilities.
Volunteer government personnel will also be paid for the period that they are required to undergo mandatory quarantine after being deployed in the swabbing facilities.
Personnel who are already entitled to hazard pay and the special risk allowance will continue to be entitled to such benefits or the COVID-19 duty allowance, whichever is higher.
There are currently four mega swabbing facilities operated by the government namely in Enderun Colleges in Taguig City, at the Philippine Arena in Bulacan, at the Mall of Asia in Pasay City, and the Palacio de Maynila in Manila City.
