Senate Blue Ribbon Committee Chair Senator Richard Gordon believes all heinous crimes convicts released under the flawed implementation of the Good Conduct Time Allowance should be returned to jail.

Bureau of Corrections Chief Nicanor Faeldon had maintained he was simply following the existing interpretation of the GCTA law which supposedly covers all convicts resulting in the release of over 22,000 convicts, roughly 2,000 of which committed heinous crimes.

For Gordon, that interpretation is wrong.
