Lacson wants 'bottom up' solution to budget appropriations

MANILA - Senator Panfilo Lacson on Wednesday said there is a need to reverse the distribution of resources from national to local for better budget appropriations.

This after Lacson said that some congressmen tried to insert P75 billion in pork barrel projects into the proposed 2020 national budget even after the bicameral report ratification.

Lacson said congressmen or district representatives especially those at loggerheads with their local officials, would rather insert budget for projects for their provinces or district at the lower house.

"Whereas, the more practical and I think this is a wiser solution sa budget appropriations, is bottom up," said Lacson.

On ANC's Headstart, Lacson said he filed a bill called Budget Reform Act for Village Empowerment or BRAVE that would reverse the distribution of resources, as local government has a better perspective of their communities' priorities.

"Ito yung gusto ng president na mag-federalize pero hindi naman natin kailangang mag change ng charter. All we need to do is to download and have a more equitable distribution of resources to make the local government units compete with each other in terms of development," he explained.

The vice chair of the Senate committee on finance said so much budget is poured into big departments which are unable to spend the budget appropriated to them.

"Pagdating ng year-end, makikita natin yung unused appropriations and this happens year-end and year-out," he said.

The senator said priority should be given to projects submitted by the local governments to the Regional Development Council.

"Sa implementation, ang nangyayari there are local projects na-devolve yung functions sa mga local government units and yet and implementing agency national government. So why don't we just download the resources from the provincial, municipal, cities---sila nakakaalam kailangan nila sa baba," he said.
