MANILA - Senator Panfilo Lacson on Wednesday said he wants a transparent bicameral conference when the Senate and the House of Representatives convene for the approval of the proposed P4.1 trillion budget for 2020 to prevent what he calls "bulungan".
"I want it transparent. I want it public, not necessarily covered by media," Lacson said on ANC's Headstart.
Lacson said it would be better if the proceedings are open to the public.
"Mas behave kami, walang bulungan. Ang nangyayari kasi sa bicam kaniya-kaniyang bulungan," he said.
The passage of the 2019 budget was delayed for about 4 months after several deadlocks between the Senate and the House over alleged insertions favoring allies of then House Speaker Gloria Macapagal Arroyo.
House Speaker Alan Peter Cayetano and 1PACMAN Party List Rep. Mikee Romero earlier blamed Sen. Franklin Drilon for the budget delay, saying the senator proposed cutting funds for the SEA Games by about a third, and to move it under the country's sports body.
Lacson assured the public that the Senate will never get tired of scrutinizing the budget. He even volunteered to be a member of the bicam again just to be there, he said.
Senate President Vicente Sotto said Congress wants to have the proposed 2020 budget signed into law before December 20, when both chambers go on Christmas break.
