MANILA – A lawmaker on Tuesday raised concerns that the construction of a temporary steel ramp connected to the Alabang viaduct may result to a possible carmageddon.
“To Skyway and SLEX, this seems to be a good thing kasi mapapabilis nila yung along SLEX but the fallout sa Alabang-Zapote Road is another set up for carmaggedon," said Muntinlupa Rep. Ruffy Biazon.
During the hearing of the House Committee on Metro Manila Development, Biazon also raised the issue that the Toll Regulatory Board (TRB) seemed to have not consulted with the Metropolitan Manila Development Authority (MMDA) about the construction of the ramp in Alabang.
Biazon feels that the construction may worsen the congestion along Alabang-Zapote Road.
"Now I can foresee how traffic behaves na pag nag-operate na yung bagong temporary ramp na 'yan (when the temporary ramp operates) traffic will back up all the Alabang-Zapote Road," Biazon said.
MMDA General Manager Jojo Garcia said no plan has been submitted by the TRB even as he insisted that MMDA cannot interfere with TRB’s jurisdiction.
"Definitely hindi po sila puwedeng mag-start sa national road kung wala silang permit sa amin. Pag nasa private na, wala na, hindi na kami makapasok," said Garcia.
Biazon said the temporary ramp is being constructed within the South Luzon Expressway and Skyway. But he stressed that roads are interconnected and that there should be a way to manage it.
"MMDA is mandated to manage traffic in Metro Manila and this is part of Metro Manila. Hindi tayo magkakaroon talaga ng magandang flow ng traffic kung ganun ang situation (We won’t have a smooth flow of traffic if that is the situation)," Biazon said.
Former MMDA Chairman, now Marikina Rep. Bayani Fernando insisted that the TRB is not above the MMDA.
"They have to consider MMDA in charge and responsible for the traffic in Metro Manila," Fernando said.
Biazon asked the committee to compel the TRB to respond to his concerns.
"The issue is the lack of coordination by the Skyway Corporation on traffic management plans with the MMDA, the absence of a submission of a traffic impact analysis on every move that they do in relation to the development of the Skyway," Biazon said.
The temporary ramp connecting the Alabang viaduct to the Skyway aims to decongest traffic. The ramp is expected to be operational on December 1, 2019.
'EVERY LANE IS MABUHAY LANE'
Meanwhile, Fernando also called for the scrapping of the Mabuhay Lanes concept, insisting that all roads in Metro Manila should be cleared.
"Every road is a Mabuhay Lane. We have to open up all roads, we need all these roads," the Deputy Minority Leader said.
The Marikina City lawmaker said Mabuhay Lanes and EDSA only account for around 20 percent of the roadways of Metro Manila.
“There is still 80 percent of roadways which we are not using it’s because we have limited ourselves to these roads," Fernando said.
He cited the campaign initiated by the Department of Interior and Local Government for mayors to clear the roads.
"Ang problem (the problem) we clear some roads and still relegate some roads for sidewalk vending. Pagkaganun tayo (If were like that) with exceptions we can never do it right. We can never accomplish anything," he said.
Fernando said even the Waze app technology which he described as "the best technology" he had seen in his life is damaged.
"Nasira ang Waze because anybody can just close a road and that system will not work in that kind of environment," he said.
