MANILA (UPDATE) - The low-pressure area (LPA) west of Calayan, Cagayan intensified into tropical depression Kabayan early on Sunday, the state weather bureau said.
Kabayan, however, left the Philippine area of responsibility at 6 a.m. Sunday, PAGASA said.
As of 4 a.m., the weather disturbance was packing maximum winds of 55 kilometers per hour (kph) and gusts of up to 70 kph, according to PAGASA.
Meanwhile, the brewing storm last seen 515 km east of Hinatuan, Surigao del Sur is expected to develop into tropical depression Liwayway within 48 hours, PAGASA said.
Scattered light to moderate and, at times, heavy monsoon rains may be experienced over Metro Manila, Ilocos region, Zambales, Bataan, CALABARZON, MIMAROPA, and Western Visayas.
PAGASA advised small seacrafts not to venture over the northern and western seaboards of Northern Luzon and the western seaboard of Central Luzon due to potentially rough sea conditions.
It urged the public and local disaster offices to take appropriate actions and monitor the next weather update at 11 a.m. Sunday.
