Ayala, Aboitiz consortium submits unsolicited proposal to develop national ID system

MANILA - Ayala Corp on Tuesday said a conglomerate submitted an unsolicited proposal to the Philippine Statistics Authority to design and develop the national ID system.

The consortium is comprised of Unisys Philippines, AC Infrastructure Holdings Corp and Aboitiz InfraCapital Inc, Ayala Corp told the stock exchange.

The unsolicited proposal was submitted under the RA 7718 (BOT) law on Aug. 13 offering the "design and development of a national identity infrastructure solution," it said.

It is intended to collect, store, maintain, manage and authenticate identity information of individuals, Ayala said.

Ayala said the 17-year proposal will provide a long-term solution to optimize programs through "safe and secure identification and benefits payment mechanisms" for individuals transacting with the government.

President Rodrigo Duterte signed the National ID system into law last Aug. 6.

The Philippine System Identification Act (PhilSys Act) mandates the government to create a single official identification card for all citizens and foreign residents that would serve as a de facto national identification number.
