LTFRB told to allow hatchbacks to operate as TNVS

MANILA - Transport authorities were told to implement a memorandum circular allowing the use of hatchback vehicles for ride-hailing purposes, the Land Transportation Franchising and Regulatory Board said Thursday. 

Transport Secretary Arthur Tugade instructed the LTFRB to implement MC No. 2018-005, which allowed the use of hatchbacks as transport network vehicle service (TNVS) but with certain conditions, the agency said in a statement. 

Under the MC, hatchback cars could operate during the transition period of 3 years but only in Metro Manila and with lower fees. 

However, only those units that were among the 55,000 LTFRB masterlist and those whose applications were filed from March 5 to Dec. 15, 2018 are covered by the MC, the statement said. 

The circular also needs to be amended to allow the permanent classification of hatchbacks as TNVS units and to re-enlist units that were previously removed from the masterlist, Transport Undersecretary Mark de Leon said. 

“Implement the existing MC until such time that the same is modified and/or amended,” Tugade said, based on the LTFRB's statement. 

“Kung kailangang baguhin ang ilang dokumento, baguhin. Kung kailangang i-improve, dapat i-improve,” he added. 

Some TNVS groups protested against LTFRB's "pahirap policies," including the rules regulating the use of hatchback in ride-hailing operations.

The LTFRB has since conducted dialogues with various TNVS groups to "resolve issues" after drivers threatened to go offline for a "transport holiday."
